I am looking for a site with the largest amount of tattoo designs that you DON’T have to pay per month for.

I recommend http://www.bmezine.com
However, since you said you didn’t want to pay per month I assume you may already know about that site.

Still, if you haven’t checked it out you should. They give you like 20 pages on each section of free viewing, and if you have pictures of your tattoos and submit them, they give you a free account
